I disagree that Apollo was "a trap". It not only fell prey to the usual short-sightedness of politicians but, as you pointed out, it became a gov't bureaucracy that lost its way.
I don't know if it can turn away from its current risk averse, bureaucratic nature even tho it has turned LEO over to private enterprise. But it really doesn't matter. In the "Age of Austerity", NASA will become a shell of what it is now.
